do you scan with adaware? maybe you're clogged up with spyware and stuff? i doubt that reinstalling windows, again, is really the answer though. :( if i could see the computer and exactly what's going on i could prolly fix it. too bad i live in jersey :(( oh well i'd say try scanning with adaware and see if that helps. good luck:)
